The effort to recover the battlefield at Shepherdstown has begun in earnest. That's the good news.The bad news is that the current rescue plan is more complex than a Rube Goldberg machine, involving highway funds, the CWPT, and buying various non-battlefield properties over time to physically link the killing ground with National Park Service holdings - in the hope that the NPS will take over the battlefield at the end of the process.
